Monday, March 31, 2008

Mayor Ronald A. D’Epifanio called the Special Meeting of Fairfield City Council to order at 5:45 p.m. at the Fairfield Justice Center, 5320 Pleasant Avenue.  Council members Tim Abbott, Tim Meyers, Mike Oler, Mike Snyder, Mitch Rhodus, and Marty Judd were present.  Councilmember Terry Senger was absent due to military leave.  Also present was City Manager Art Pizzano and Police Chief Mike Dickey.

Chief Dickey presented a review of the police department including development of the mission, vision, and values statements, the organizational structure, and current and comparative statistics.  It was noted that the crime trend over the past several years continues on a slight decline, staffing levels have remained constant, and overall calls for services increased.  The Council was briefed on daily deployments of officers and provided a sample of some of the tools used to make deployment and accountability decisions.  The presentation concluded with a summary of future initiatives in the planning stages including Neighborhood Assistance Teams, new equipment in the exercise room, and a Law Enforcement Explorers’ Post.

The balance of the meeting consisted of a discussion of several topics of interest to the Council, including accreditation, pursuit policy, immigration, personnel concerns, and charging and prosecution policies.

The Special Meeting adjourned at approximately 9:10 p.m.
