Joseph manages the division responsible for meeting the city's technology needs, which include the city network infrastructure, application and data servers, computer workstations, VoIP telephone network, police and fire dispatch/911 operations center, mobile data terminals in police cruisers, fire and EMT emergency vehicles, the city website and intranet, GIS mapping and specialty technology devices for all City departments.

Background:

Joseph joined Fairfield's IT division in May 2005 as a network analyst and was promoted to his current position in November 2006. Previously, he owned a computer networking business serving clients in Ohio, Kentucky, Indiana, Virginia, Florida and California. Prior to that, he managed several government IT contracts to the USEPA.

Joseph is an alumnus of Harvard University (Harvard-Kennedy School), and serves as a member of the Academic Advisory Council for Miami University, Computer and Information Technology (CIT) Department. The CIT Advisory Council is a group of regional business and industry professionals in the technology field who meet with the Miami faculty on a regular basis. This group helps to provide important guidance to the faculty of Miami University by maintaining and improving the quality and the relevance of programs and curricula.

He chairs a local government IT managers group. This cooperative group shares IT knowledge and support, offering to each participating municipality the combined intellectual resources of the entire group for its shared benefit. Joseph is the recipient of two Fairfield STAR awards; in 2006 for extra ordinary effort while assisting the Police Department and in 2009 for conducting a lecture circuit to schools and private organizations throughout Butler County regarding Internet safety and protecting children accessing the Internet.

Personal interests/family:

Joseph, his wife Elizabeth, and their four children, reside in Butler County.

Joseph is a lead volunteer for Indian Summer Camp, a non-profit organization designed to help children with cancer ISCamp.org.  He is a member of the Free Masons and is an Assistant Scout Master for the Boy Scouts of America.  Joseph also has an FAA Pilot License, is a professionally certified Master SCUBA diver, is a recreational sailor of a personal boat and is an NRA Firearms Instructor.
