No. The Butler County Auditor, as an agent for the Ohio Department of Taxation, is responsible for administering the tangible personal property tax laws. Anyone in business in Ohio is subject to tangible personal property tax on equipment, furniture, fixtures and inventory used in business. The tangible personal property tax is distributed back to the local taxing districts in the same manner as real estate taxes.

We know that receiving refunds in a timely manner is important to our taxpayers. We strive to process refund requests as quickly as possible. Because each return is unique and must be reviewed before a refund can be issued, we are not able to tell you exactly when your refund will be received. Under state law, municipalities do not have to pay interest on any overpayment so long as it is refunded within ninety days after the final filing date of the annual return or ninety days after the completed return is filed, whichever is later. However, the tax office strives to process returns more quickly than that.

If your company is located in a township or even a lower taxing district, you can ask your employer to withhold the difference; however, they are not required to by law. Schedule losses cannot offset W-2 income. As of 2016 - Losses can be used to offset profits for up to five years. The losses expire after 5 years if they are fully or partially unused. Uses of these losses are subject to a 50% cap for tax years 2018 through 2022.

If you are married, we ask you file jointly with Fairfield, regardless if you filed married filing separately for the federal and state returns. Persons living together but not married cannot legally file a joint return.
As of 2018 you can no longer claim 2106 expenses. For tax year prior to 2018 you can claim 2106 expenses against your W-2 income, subject to Federal limitations. However, if the wages were earned in another city, and taxes were withheld for that city, you would need to go back to that city and get a refund. If the other city's rate is less than our rate, you would be able to get a proportionate share of the expenses against the W-2 income. Please note, if you do get a refund from the other city, the credit claimed on your return for those taxes will be reduced and you will end up owing the balance to the City of Fairfield.

A complete copy of your Federal Income Tax Form (1040, 1040A, 1040EZ, 1040X, including all W-2s, supporting schedules, such as Schedule C, E, K-1 from a partnership) need to be attached. If something is missing, the Income Tax Division will send out a letter requesting the information to complete the return. The City tax return must be postmarked by April 15, unless a taxpayer requests an extension. Extensions received by the applicable due date and extensions with a Federal extension are automatically granted. Extensions to file without a federal extension received after the due date will will only be granted to accounts in good standing.

A Boil Water Advisory is issued by officials anytime that all or part of the water system loses pressure or is “depressurized”. When a small section of the water system is affected, as it may be due to a water main break, water customers are notified via notices hung on their doors, through the CodeRED Emergency Communications Network or both methods.
The water system is normally under pressure and the water is "pushing out" of water leaks or other outlets. When the system is depressurized, there is the possibility that contaminants may be “pulled in” to the water system. A Boil Advisory must be issued to let the public know of the possibility that microorganisms (bacteria) may be present and that by boiling the water as described, any living bacteria will be inactivated. A boil water advisory does not mean that contaminants have been found, only that conditions have developed that could result in a bacterial contamination. Under a boil water advisory, it is recommended that water be brought to a rolling boil and boiled for at least two minutes before consumption. Boil water advisories are a common occurrence for public water systems across the country.
The City of Fairfield is required by Ohio State Law to administer a backflow prevention program as a means to protect the public water supply from potential contamination. Fairfield’s program is designed to prevent the flow of water from a customer’s private piping back into the public water distribution system. Backflow prevention is primarily accomplished through the installation of backflow prevention devices on a customer’s water pipes. Backflow prevention generally applies to Commercial and Industrial facilities.

It means that there is probably an underground utility in your area that needs repair. The blue flags mark the location of our water main and the green flags mark the location of the sanitary sewer. This is a safety precaution so that our underground utilities do not get damaged during the excavation to make the repair.
During the first half of each year, the City of Fairfield issues our Consumer Confidence Report (CCR) to the citizens of Fairfield providing the results of our drinking water analyses for the past year. The Fairfield Fire Department does not take any type of hazardous materials. Household hazardous waste must be disposed of according to state and federal laws and regulations. Unused medications or controlled substances can be disposed of in the City’s “drug drop box” 24 hours a day, 7 days a week located in the lobby of the Fairfield Police Department at 5230 Pleasant Avenue.
Why does the Utility Company trim trees near power lines?
The Public Utilities Commission of Ohio (PUCO) requires Utility Companies to inspect and clear their power lines on a regular basis. This is critical to maintain reliable and safe electric power.
How much will be trimmed or cut?
Standards require 10 feet of line clearance. However, that is a minimum standard and does not mean that only 10 feet of material will be trimmed. Trimming is species-specific, taking into account the growth rate of trees and the length of time before trimmers will return to the same area. Typically, limbs and branches will be trimmed to allow at least 12-14 feet of clearance on all sides of power lines. Trees within transmission line easements (large towers) will be totally removed.
Who does the trimming? What standards do they follow?
The Utility Company usually hires private contractors to conduct routine tree trimming which follow standards developed by the Tree Care Industry Association (TCIA) and the International Society of Arboriculture (ISA) and the plan approved by the PUCO.
How will I know where tree trimming is scheduled to take place?
The tree trimming contractor will generally provide a flyer or attach a door hanger notifying the affected property of the upcoming trimming.
Are tree trimmers allowed to enter my property?
Power lines on private property are usually located in utility easement areas, which give Utility Companies or their contractors the right to enter and maintain those lines.
What happens to the cut material?
Trees are considered a homeowner’s property. Small debris may be chipped and removed by the contractor as part of jobsite cleanup, but larger limbs and branches are typically cut, stacked, and left on site for the property owner to use or dispose. Disposal can be done through the city’s Brush and Limb Pickup Program.

Who can I contact if I have questions about trimming that will be done on my property?
If you have questions about work at your property, always contact the Utilities’ contractor first. They should be willing to meet you at your property to discuss the work. If that does not resolve your concerns, you should contact Duke Energy (800-554-6900) or Butler Rural Electric (513-867-4400).
Duke Energy maintains most of the City's streetlights. Streetlight repair can be requested by calling 1-800-544-6900 or by using their helpful online tool. Information such as pole number and location will be helpful to them in identifying the light needing repair.
Roughly 80 street lights in the City are maintained by Butler Rural Electric. If one of their streetlights is out, call 513-867-4400.
Trees located in the curb lawn area are the responsibility of the property owner, according to Fairfield Codified Ordinance 901.05(b).

Appliances should be placed at the curbside on your regular trash day. If disposing of an appliance containing refrigerant (such as a refrigerator, air conditioner, or freezer), the refrigerant must be removed by an appliance contractor prior to placing it at the curb for pickup. Average Annual Daily Traffic data is collected and published by the Ohio Department of Transportation. It is available on their Transportation Information Mapping System.
We generally discourage this because we can’t guarantee it won’t be damaged by a construction project by the City or a utility company. Any damage to private irrigation systems within the right of way will be the property owners’ responsibility to repair. For any work being done in the right of way, the City recommends the property owner get a no-fee permit.
These types of signs are not listed in the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) which is the manual that covers the design and placement of street signs. The City continues to restrict or limit signs that are not specifically listed in the OMUTCD. Research has indicated that these types of signs do not have any significant impact on traffic safety. The City does not allow residents to place asphalt, concrete, lumber, metal, etc. in the curb line to ease the bump getting into their driveways. The only acceptable temporary solution would be a product manufactured specifically for this application (the only product the City is aware of is Bridjit, although others may exist and be perfectly appropriate). These products may recommend bolting to the concrete; the City would not allow this.
Ultimately, the best, most permanent, solution is to hire a contractor to depress the curb and drive apron.
Railroads operate within their own right-of-way. Sometimes this means that public streets may be blocked by stopped trains. The City is unable to directly address stopped trains. However, motorists are encouraged to call the number posted on a blue sign at the railroad crossing gate to report a problem. The crossing identification number is posted on the sign.
Additionally, people are encouraged to use this online reporting tool. The data gathered helps federal authorities track issues, but not clear the track in a timely fashion.

During the hours of 11 p.m. and 7 a.m., contact the Water Plant at 513-858-7775. The Plant Operator will pass the complaint to the proper Wastewater personnel who will respond to the complaint.
This is called a Sanitary Sewer Overflow (SSO) and needs to be reported immediately. During the hours of 7a.m. and 11p.m., contact the Wastewater Treatment Facility at 513-858-7760, and during the hours of 11p.m. and 7a.m., contact the Water Plant at 513-858-7775.
It is unfortunate that in some cases utilities are located behind or adjacent to home or business owner's property. The Wastewater Collection Division has to access the sanitary sewer manholes to perform routine and emergency maintenance. Easement agreements are written so that we are allowed to cross the property to perform the work. The Wastewater Collection Division makes every effort to contact the property owners when it is necessary to enter private property to perform the work.
Your sewer lateral can be accessed through your clean-out. A clean-out is typically found in your basement, or outside property where the lateral exits your home or business. A clean-out typically has a threaded cap 4 inches to 6 inches in diameter.
Sewer odors can be caused by a number of things, a dry trap, blocked vent stack, cracked pipes, or a sour garbage disposal. If it's a blocked vent stack or cracked pipe, a plumber will need to be contacted. Sometimes a garbage disposal will go sour, grinding up ice-cubes in the disposal will take care of this problem. The most common cause of sewer odors in your home or business is a dry trap. Traps will dry out more frequently in the winter months, by simply adding water to all the traps in your home or business typically will eliminate the odor.

The collection department will make an appointment with you to come to your home or business and perform a miniature camera inspection on your sanitary service lateral and diagnose the problem. This is a free service for our community.
Lots of things can cause a sanitary sewer to back up. Sometimes people flush things down their toilet that are not meant to be flushed. Cooking grease can build up on the walls of your sanitary sewer lateral over time if it's disposed down your drain. But the most common cause for a backup is roots. Trees and shrubs need water and nutrients, and what better place than a sewer lateral. The roots will enter the lateral through the joints in the sewer pipe, the roots will grow, and eventually plug the pipe solid.
