Section 2913.02 of the Ohio Revised Code makes it a crime to keep our equipment past the return date, unless permission is granted. You may be subject to prosecution for failing to return the equipment by the return date above.

I hereby certify that I have received and reviewed the City of Fairfield’s fire hydrant meter rental policy. I hereby agree to abide by all rules and regulations listed therein. I hereby agree that the equipment listed above is in good working condition. I further agree that the initial meter reading recorded above is correct.

City of Fairfield Public Utilities Fire Hydrant Meter Rental Agreement

• The City of Fairfield Water Division provides fire hydrant meters that customers may rent in order to obtain water from fire hydrants. Before receiving a fire hydrant meter, the customer must submit a deposit and a rental fee by cash, check or money order. The rental fee is non-refundable. The deposit shall be held until the fire hydrant meter has been returned and inspected.
• The sizes of fire hydrant meters available for rent are ¾” & 2". If the City does not have a particular size in stock, the customer may take the meter that is available. Applicants must also provide their own hoses and fittings. Only fire hydrant wrenches shall be used to operate fire hydrants. Hydrant wrenches will be rented with each meter. The customer shall be responsible for any damage to the equipment (including the hydrant wrench), fire hydrant, operating nut, and/or hydrant cap, as well as for any components that are missing at the time of return.
• The maximum duration of hydrant meter rental is 90 days; however, the deposit may be extended for one additional rental period of 90 days upon written request of the Applicant and approval of the water department and fire department.
• The Applicant will be required to provide a monthly meter reading from the hydrant meter. These readings may be phoned in to the Billing Office at 513-867-5370 Option 4. The equipment must be physically inspected by Billing Office Personnel when the equipment has been rented for 90 days.
• The City of Fairfield retains the right to temporarily suspend or permanently revoke fire hydrant meter rentals in the event of an emergency or for operational needs.
• The City of Fairfield may order the applicant to temporarily remove a fire hydrant meter to protect from damages that may be caused by freezing temperatures. Additionally, the unit must not be left unattended or attached to a fire hydrant overnight.
• At the end of the rental period, the meter will be inspected. The cost for any damages or missing components will be charged to the bill. The fire hydrant meter rental deposit will be applied to the bill, and the customer will receive a bill for any remaining balance, or a refund for any remaining credit balance.
• If the Applicant for a fire hydrant meter rental also has a utility account with the City of Fairfield, and the customer’s existing utility account with Fairfield is not current, the rental of a fire hydrant meter may be denied or suspended until the account is paid up to date.
• The applicant is not permitted to attach a pumping device to any fire hydrant or fire hydrant meter.
• Tampering with a fire hydrant meter or backflow prevention device is strictly prohibited. The backflow device must never be separated from the meter. Violation of this provision will be subject to prosecution pursuant to Ohio Revised Code Section 4933.22. Any theft of water from fire hydrants or any tampering with fire hydrants may also be subject to prosecution.
• The applicant must submit a Certificate of Insurance showing a minimum $100,000 general liability coverage.
• When returning the meter, it should NOT be brought in to the City Building. The renter should proceed to the Utility Billing Office and advise a clerk they are there to return a hydrant meter. The clerk will meet you outside to inspect the meter before processing the return. The hydrant meter must be returned in its original condition or the cost of any damages will be charged against the deposit. There will be a cleaning fee of $115 charged for any meter deemed not clean enough to re-enter the City Building.
