  • No. The Butler County Auditor, as an agent for the Ohio Department of Taxation, is responsible for administering the tangible personal property tax laws. Anyone in business in Ohio is subject to tangible personal property tax on equipment, furniture, fixtures and inventory used in business. The tangible personal property tax is distributed back to the local taxing districts in the same manner as real estate taxes.

    If you answered yes to any of the questions one through five, you need to file an individual return with the City of Fairfield. If you answered yes to question six, you need to file a Fairfield business return.

  • We know that receiving refunds in a timely manner is important to our taxpayers. We strive to process refund requests as quickly as possible. Some taxing agencies issue refunds up front and “chase” any improperly refunded money later after reviewing. Here at the City, we review refund requests up front, which safeguards taxpayer money and helps prevent fraud. Refund requests are processed in the order in which they are received. In some situations, a filed return requesting a refund may be incomplete. If that happens, the account clerk to whom the refund is assigned will send a letter to the taxpayer requesting any additional information needed to complete the return. 

    Because each return is unique and must be reviewed before a refund can be issued, we are not able to tell you exactly when your refund will be received. Under state law, municipalities do not have to pay interest on any overpayment so long as it is refunded within ninety days after the final filing date of the annual return or ninety days after the completed return is filed, whichever is later. However, the tax office strives to process returns more quickly than that. 

    You are always welcome to call the tax office if you have questions or concerns about your refund request, but please keep in mind that the account clerk with whom you speak must work the oldest completed returns first and will not be able to expedite your refund.

  • If your company is located in a township or even a lower taxing district, you can ask your employer to withhold the difference; however, they are not required to by law. If they do not withhold for Fairfield, you will need to make quarterly estimated tax payments to Fairfield. Estimated payments are based on 100% of last year's tax liability or 90% of current year's tax liability of $200.00 or more after deducting Fairfield and city credits. Quarterly estimated payments are due on April 15th, June 15th, September 15th, and December 15th. Either the 100% of last year's or 90% of current year's tax liability must be paid in quarterly payments to avoid interest and penalties Quarterly estimate coupons are available in our lobby, the tax office online.

  • You can use the following methods to determine if you reside within the City of Fairfield.
    1. The State of Ohio's Tax Finder to look up your address and find municipalities and income tax rates.
    2. The City of Fairfield GIS (Geographic Information Systems)
    3. Call our office at (513) 867-5327 Monday through Friday from 8:00AM to 5:00PM to verify if an address is within the City. Note that the state’s finder system has not been verified with the City and may have discrepancies. Please notify the state or contact us if you find any such discrepancy.

  • Schedule losses cannot offset W-2 income. As of 2016 - Losses can be used to offset profits for up to five years. The losses expire after 5 years if they are fully or partially unused. Uses of these losses are subject to a 50% cap for tax years 2018 through 2022.

  • The City of Fairfield does not have a school district tax. Our district number is 0902. 

    There is a Fairfield Union School District in Fairfield County, district number 2304, which has a tax of .75%. If you see 2304 in your local city box, contact your employer to have them stop withholding. You will need to contact the State of Ohio Tax Department at 800-282-1782 to request a refund form.

  • Residents are required to file regardless of where property is located, but receive credit for taxes paid to other cities. Non-residents are required to file on rental property located within the City of Fairfield.

  • No, you do not have to file under the same filing status as the federal and state. If you are married, we ask you file jointly with Fairfield, regardless if you filed married filing separately for the federal and state returns. Persons living together but not married cannot legally file a joint return.

  • As of 2018 you can no longer claim 2106 expenses. For tax year prior to 2018 you can claim 2106 expenses against your W-2 income, subject to Federal limitations. However, if the wages were earned in another city, and taxes were withheld for that city, you would need to go back to that city and get a refund. If the other city's rate is less than our rate, you would be able to get a proportionate share of the expenses against the W-2 income. Please note, if you do get a refund from the other city, the credit claimed on your return for those taxes will be reduced and you will end up owing the balance to the City of Fairfield.

If something is missing, the Income Tax Division will send out a letter requesting the information to complete the return. The return will not be considered filed until the missing information is received.

  • All Fairfield residents between the ages of 18-65 (including part year residents), residents over the age of 65 with income taxable to the city (or loss), businesses conducting business in Fairfield, employees working in Fairfield whose employer failed to fully withhold Fairfield taxes, and non-residents with income or losses from self-employment and/or rental property earned within the city limits are required by City Ordinance to file a Fairfield tax return each year.

  • Call 513-858-7760 between 7 a.m. and 10:45 p.m. During normal business hours, your questions will be answered by a collection system employee. After 3:30 p.m. and until 10:45 p.m., the plant operator will take your call and contact an employee immediately to respond. During heavy rain events, calls will be responded to in the order they are received. During the hours between 10:45 p.m. and 7 a.m., contact the Water Treatment Plant at 513-858-7775.

  • First, immediately stop all water usage, as backups are typically caused by plumbing problems within your home or business. Turn off washing machines, dishwashers, showers, and anything that uses water.


    Second, after stopping all water usage, contact the Wastewater Treatment Facility at 513-858-7760 during the hours of 7 a.m. and 10:45 p.m. Your questions will be answered by a Wastewater professional and, if needed, a crew will be dispatched to the your home or business in a timely manner (during heavy rain events, calls will be responded to in the order they are received). During the hours of 10:45 p.m. and 7 a.m., contact the Water Plant at 513-858-7775. The Plant Operator will pass the complaint to the proper Wastewater personnel who will respond to the complaint.

  • You may contact the wastewater plant at 513-858-7760 to ask questions about odors. A collection system employee will answer your questions and, if needed, send a crew to your home. The employee will also be able to tell you if the collection system is cleaning lines in your area that may cause a temporary odor. Most odor problems are caused by a dry trap, adding water to all your traps usually eliminates the odor.

  • It is unfortunate that in some cases utilities are located behind or adjacent to home or business owner's property. The Wastewater Collection Division has to access the sanitary sewer manholes to perform routine and emergency maintenance. Easement agreements are written so that we are allowed to cross the property to perform the work. The Wastewater Collection Division makes every effort to contact the property owners when it is necessary to enter private property to perform the work.

  • Your sewer lateral can be accessed through your clean-out. A clean-out is typically found in your basement, or outside property where the lateral exits your home or business. A clean-out typically has a threaded cap 4 inches to 6 inches in diameter.

  • Sewer odors can be caused by a number of things, a dry trap, blocked vent stack, cracked pipes, or a sour garbage disposal. If it's a blocked vent stack or cracked pipe, a plumber will need to be contacted. Sometimes a garbage disposal will go sour, grinding up ice-cubes in the disposal will take care of this problem. The most common cause of sewer odors in your home or business is a dry trap. Traps will dry out more frequently in the winter months, by simply adding water to all the traps in your home or business typically will eliminate the odor.

  • Lots of things can cause a sanitary sewer to back up. Sometimes people flush things down their toilet that are not meant to be flushed. Cooking grease can build up on the walls of your sanitary sewer lateral over time if it's disposed down your drain. But the most common cause for a backup is roots. Trees and shrubs need water and nutrients, and what better place than a sewer lateral. The roots will enter the lateral through the joints in the sewer pipe, the roots will grow, and eventually plug the pipe solid.

  • There is often the assumption that a fire or other incident is so severe that the FFD needs to request additional assistance in order to manage the emergency. While that is sometimes the case, most often we request assistance from a neighboring community in order to comply with the National Fire Protection Association (NFPA) Standard 1710.


    NFPA 1710 is a national standard that sets the minimum requirements for how career fire departments should respond to emergencies, with the goal of ensuring both public safety and firefighter safety. NFPA 1710 sets guidelines related to emergency response times and minimum staffing based on the occupancy of the emergency. Essentially what this means is- the larger the building that is on fire, the more firefighters that are recommended to respond, based on the size, complexity and life safety risks that may be involved in fighting a fire in such a building.


     Over 60% of the FFD’s structure fire responses are for multi-dwelling buildings (apartments) or commercial structures- which according to the NFPA, 28 firefighters are recommended to respond on the initial alarm to an incident in both types of structures. Because the daily staffing of the entire FFD is a total of 18 firefighters, who may or may not all be available to respond at the time of the call, we utilize an automatic mutual aid agreement with neighboring fire departments to reach the recommended response strength of 28 firefighters. Under these mutual aid agreements, the FFD also responds to structure fire responses in neighboring communities when the need arises. We are very grateful to be supported by such effective and reliable departments, and hope our Fairfield residents will especially welcome and thank the departments that help us most frequently- Springdale, Forest Park, Colerain, Fairfield Township, West Chester Township and Hamilton.

  • A home fire extinguisher should have at least a rating of 2A10BC. This can be used on ordinary combustibles, flammable liquids or energized electrical equipment.

  • Any time your smoke detector goes off, it's important to pay attention. If it is sounding its loud alarm because it senses the presence of smoke, check your home thoroughly. If you smell smoke and are unable to locate a fire, call 911 and the Fairfield Fire Department will send an engine to make sure that a fire isn't smoldering in a hidden area. If you don't smell smoke, the detector may be reacting to the presence of dust, steam or a small insect or spider. Dust and bugs can be removed by a vacuum cleaner. If steam from a nearby shower is affecting your smoke detector regularly, move the detector to a different location. If the detector is just chirping, thumping or buzzing, it probably means that the battery is low. Replace the battery as soon as possible.   • Yes, carbon monoxide is a colorless, odorless gas that is produced by incomplete combustion of a hydrocarbon fuel. This could be caused by an improperly operating gas stove, gas water heater, oil or gas furnace, fireplace or kerosene heater. Even a motor vehicle operating in an enclosed space such as a garage could cause carbon monoxide to build up inside your home.

A new cart will not be delivered unless the old cart can be retrieved from the curb.

  • Sometimes odors that seem to be coming from the water out of the faucet are actually coming from the drain. If your water seems to have a "sewer" odor, you may want to fill a glass with water and take it to another room. If the odor is not present in the other room, then the odor is probably coming from the drain. Cleaning the drain should help correct the problem.

  • Hydrant flushing, main breaks, fire-fighting, or maintenance can stir up minerals in the lines causing the water to become rusty yellow or brown in color. The rusty water will usually clear up within a couple of hours after the line has been repaired or the hydrant has been closed. If the rusty water is in your lines, you will need to run the water for several minutes until the water becomes clear. A rust remover can be used to remove stains from any laundry done during the rusty water occurrence.

  • Bacteria, fungus, and mold spores normally found in the air can cause rings in your toilet bowl. Wet surfaces provide an ideal environment for these organisms to live and reproduce quickly, growing together to form a ring. The color of the ring depends on the type of bacteria, fungus, or mold that settles on the wet surface.

    You can easily remove the rings with common household cleaners and a toilet bowl brush. Keeping the toilet lid closed as much as possible will help minimize the number of spores that can enter the toilet and reduce the amount of light that the spores need for growth.

  • Cloudy water is generally caused by dissolved air bubbles in the water. The air bubbles are harmless. They may be caused by pressure changes, temperature changes, or faucet aerators. If you fill a glass with water and the air bubbles clear from the bottom of the glass toward the top of the glass, then the cloudiness is caused by air bubbles.

  • The choice to buy a home softener is a personal choice. The water plant produces a balanced water that is moderately hard. The water is balanced to promote neither depositing on the pipes nor corrosiveness to piping. The benefit of a home softener is an appreciable savings in the consumption of soap and cleaning action. The disadvantage is that zero hardness is corrosive.

    Also, those individuals needing to watch their consumption of sodium should be aware that a water softener increases the amount of sodium in the water, and, therefore, in their diet when they drink the water. The homeowner should monitor and blend the water to protect piping. The water plant neither promotes nor discourages the use of water softeners.

  • A Boil Water Advisory is issued by officials anytime that all or part of the water system loses pressure or is “depressurized”. When a small section of the water system is affected, as it may be due to a water main break, water customers are notified via notices hung on their doors, through the CodeRED Emergency Communications Network or both methods. 

    The water system is normally under pressure and the water is "pushing out" of water leaks or other outlets. When the system is depressurized, there is the possibility that contaminants may be “pulled in” to the water system. A Boil Advisory must be issued to let the public know of the possibility that microorganisms (bacteria) may be present and that by boiling the water as described, any living bacteria will be inactivated. A boil water advisory does not mean that contaminants have been found, only that conditions have developed that could result in a bacterial contamination. Under a boil water advisory, it is recommended that water be brought to a rolling boil and boiled for at least two minutes before consumption. Boil water advisories are a common occurrence for public water systems across the country.

  • Why does the Utility Company trim trees near power lines?

    The Public Utilities Commission of Ohio (PUCO) requires Utility Companies to inspect and clear their power lines on a regular basis.  This is critical to maintain reliable and safe electric power.


    How much will be trimmed or cut?

    Standards require 10 feet of line clearance.  However, that is a minimum standard and does not mean that only 10 feet of material will be trimmed.  Trimming is species-specific, taking into account the growth rate of trees and the length of time before trimmers will return to the same area.  Typically, limbs and branches will be trimmed to allow at least 12-14 feet of clearance on all sides of power lines.  Trees within transmission line easements (large towers) will be totally removed.


    Who does the trimming? What standards do they follow?

    The Utility Company usually hires private contractors to conduct routine tree trimming which follow standards developed by the Tree Care Industry Association (TCIA) and the International Society of Arboriculture (ISA) and the plan approved by the PUCO.


    How will I know where tree trimming is scheduled to take place?

    The tree trimming contractor will generally provide a flyer or attach a door hanger notifying the affected property of the upcoming trimming.


    Are tree trimmers allowed to enter my property?

    Power lines on private property are usually located in utility easement areas, which give Utility Companies or their contractors the right to enter and maintain those lines.  


    What happens to the cut material?

    Trees are considered a homeowner’s property.  Small debris may be chipped and removed by the contractor as part of jobsite cleanup, but larger limbs and branches are typically cut, stacked, and left on site for the property owner to use or dispose.  Disposal can be done through the city’s Brush and Limb Pickup Program.

    Who can I contact if I have questions about trimming that will be done on my property?

    If you have questions about work at your property, always contact the Utilities’ contractor first.  They should be willing to meet you at your property to discuss the work.  If that does not resolve your concerns, you should contact Duke Energy (800-554-6900) or Butler Rural Electric (513-867-4400).

  • The City does not allow residents to place asphalt, concrete, lumber, metal, etc. in the curb line to ease the bump getting into their driveways.  The only acceptable temporary solution would be a product manufactured specifically for this application (the only product the City is aware of is Bridjit, although others may exist and be perfectly appropriate).  These products may recommend bolting to the concrete; the City would not allow this.

    Ultimately, the best, most permanent, solution is to hire a contractor to depress the curb and drive apron.

  • Railroads operate within their own right-of-way.  Sometimes this means that public streets may be blocked by stopped trains.  The City is unable to directly address stopped trains.  However, motorists are encouraged to call the number posted on a blue sign at the railroad crossing gate to report a problem.  The crossing identification number is posted on the sign.  

    Additionally, people are encouraged to use this online reporting tool.  The data gathered helps federal authorities track issues, but not clear the track in a timely fashion.
