Overview
The City of Fairfield is partnering with American Structurepoint Inc. to develop a Safe Streets and Roads for All (SS4A) Safety Action Plan—a proactive, data-driven roadmap to make local streets safer and more accessible for everyone.
The project team is currently conducting an in-depth review of crash data to identify patterns, contributing factors, and locations with the highest safety needs. This analysis will form the foundation for a High-Injury Network (HIN) that highlights corridors and intersections with the greatest potential for improvement.
As the data analysis phase progresses, the team is also engaging residents, businesses, and stakeholders to capture local insights and priorities. This collaboration will guide the development of context-sensitive countermeasures and a phased implementation roadmap—combining near-term “quick-build” projects with long-term capital improvements. Each recommendation will be prioritized by impact, cost, and readiness, and supported by clear budgets, defined roles, funding pathways, and performance metrics to track progress over time.
Ultimately, the Fairfield SS4A Plan will serve as a council-ready, funding-eligible framework that empowers the community to pursue federal and state safety grants—turning data and dialogue into measurable results on the ground.
Project Timeline
Phase 1: Crash Analysis & Community Engagement
The project team is compiling and analyzing five years of crash data, roadway characteristics, and traffic patterns. This phase focuses on identifying severe crash clusters, vulnerable road user locations, and contributing factors to define Fairfield’s High-Injury Network (HIN).
Community members, local businesses, schools, and first responders will help shape the Plan through surveys, interactive mapping, and public events. Their input will ensure the Plan reflects local experiences and priorities.
Phase 2: Countermeasure Development
Using data insights and public feedback, the project team will develop context-sensitive safety strategies—from quick-build improvements to major capital projects—tailored to address key crash patterns and multimodal needs.
Phase 3: Implementation Roadmap
Each countermeasure will be evaluated for impact, cost, and readiness, resulting in a phased implementation plan that includes budgets, timelines, responsible parties, and funding opportunities through SS4A, State Safety Funding (HSIP), and other programs.
Phase 4: Final Plan & Adoption
The completed SS4A Safety Action Plan will be presented to City Council for review and adoption. Once approved, it will position Fairfield to apply for federal implementation grants and other funding sources to bring these projects to life.
